  • Hired by the Clark County, Washington Community Development Department to conduct Team building sessions for 120 employees, 12 classes over a 4 month period;
  • Facilitator for the City of Olympia, Washington sustainability initiative;
  • Mediator, under contract to ODOT for the Port of Tillamook Bay and Portland & Western Railroad dispute; mediation was successful and all three parties were going to binding arbitration in Washington, DC;
  • Contracts for facilitation with: Oregon Department of Transportation, Western Oregon University, Ecumenical Ministries of Oregon
Major Conferences & Events
  • Organized a World Peace Conference which brought 6 Nobel Peace Laureates to Portland: the Dalai Lama; former President of Poland, Lech Walesa; former President of Costa Rica, Oscar Arias, Adolofo Perez Esquivel; Amnesty. Sponsored 2 other events involving Nobel Peace laureates and published a book on the reflections of 6 Nobel Peace Laureates
1985-1990 Director of Transportation Planning & Engineering, Clackamas County, Oregon
  • Directed 45 people and oversaw 7 major functions. Advised the Board of Commissioners on local and regional transportation issues; worked with local city councils; secured both federal and state funding for the Sunrise Corridor and many projects;
  • Reorganized the Transportation Planning & Engineering Department;
  • Managed the original study which planned the: Sunnyside Split Diamond Project (just completed); and the Sunrise Corridor;
  • Oversaw 25 local, state, region committees; oversaw the creation of County’s first Economic Development Plan;
  • Created and managed a number of Urban Renewal Districts
1982-1985 President, Gary Spanovich, Transportation Consultant
  • Conducted traffic studies, transit studies, air and noise modeling analysis to write and manage 12 Environmental Impact Statements and Environmental Assessments;
  • Became the contract transportation planner for Clackamas County;
  • Became the contract transportation planner for Multnomah County;
  • Became the contract transportation planner for the Port of Portland;
  • Prepared a independent analysis (1st study) that justified a Light Rail connection from Gateway to the Airport & from Gateway to the CTC;
  • Conducted extensive transportation modeling analysis for the Port of Portland on the land use development they took from Airport use
1980-1982 Transportation Director, CRS Group Engineers, Portland, Oregon
  • NW Transportation Planning Director; specialized in project management and managed the firm’s transportation planning work for Oregon & Washington;
  • Prepared a Traffic Study for the North Carolina-Case Cummins engine plant for 2000 employees; a number of other traffic studies.
  • Prepared a Traffic Study for the Houston, Texas-25,000 employee business park for Flour Engineers;
  • Was the CRS Transportation Planning Manager for a new US Air Force facility which would house 50,000 service men and women in one of four state locations; responsible for all transportation aspects
