Victor is in charge of the Asia-Pacific region except for Australia and New Zealand.

Victor is an expert on international investment, international development and management consulting through his extensive working experience with world-leading companies/institutions, such as the International Finance Corporation (IFC) of the World Bank Group, Booz Allen Hamilton, BearingPoint, etc…

He has built a strong global network of leaders in diverse fields, such as, business, government, academia, media and non-profit. He has directed many major international programs, such as in the United Nations HQ and agencies, U.S., Mainland China, Hong Kong, Taiwan, Japan, Korea, Mongolia, Philippines, Thailand, Malaysia, Indonesia, India, Israel, Palestine, Kenya, Paraguay, Dominican Republic, etc. He has also been a speaker regularly with world-leaders such as, Martin Luther King III, Dr. Mahathir Mohamad (Malaysia Prime Minister 1981-2003), Jose de Venecia, Jr. (Speaker of the House of Philippines,1992-98, and 2001-2008), Paiboon Wattanasiritham (Deputy Prime Minister of Thailand), etc., at prestigious places, such as Rabin Center in Israel, US Capitol Building, Reagan Center, UN, Brookings Institution, Beijing University, Delhi University, University of Nairobi, etc.

Educated by leading universities in China and USA and with substantial working and living experience in both countries, he has deep understanding of the business, cultural and political environment in China and USA and their relationship between each other.

He takes active leadership role with multiple charitable organizations especially Chinese/China related organization. He is the president of the China Society, president of the Peking University Alumni Association in the Greater Washington, DC area, vice president of the Union of Chinese American Professional Organizations, vice president of the Federation of Chinese Alumni Associations, vice president of Chinese Association of Science and Technology DC chapter, vice president of Hunan Association, etc.

He received his MBA from Georgetown University's McDonough School of Business and a Bachelor of Law in sociology from Peking University. He is married to Akiko Naoi from Japan and has a baby boy.
