Philip de Leon's Bio
 
Philip has had a distinguished career in international business development, promoting international trade, investment, and partnerships. His unique leadership and inter-personal skills helped open new markets across the Newly Independent States of the former Soviet Union. In the course of his activities, Philip worked with numerous U.S. Government agencies. His intimate understanding of how to work within the U.S. government is a valuable resource for the World Trade Partnership.

Most recently, Philip served as the Director of BISNIS, a Commerce Department program established by Congress in 1992 under the Freedom Support Act with funding which extended through 2007. BISNIS’s programs covered the 12 Eurasian countries of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan. BISNIS facilitated more than $4.5 billion worth of U.S. exports and U.S.-Eurasian business collaboration, and generated a powerful return on taxpayer dollars; during its 2004 fiscal year BISNIS generated $280 in U.S. business successes in Eurasia for every $1 in funding received.

Philip managed an office of over 25 employees, including 13 overseas. He supported U.S.-Eurasia trade and investment development and promoted U.S. exports. He developed successful strategies, interacted with U.S. and foreign Ambassadors and government officials, trade associations, Fortune 500 companies, and small and medium-sized companies. In the year prior to his departure, Philip worked on the transition of BISNIS into the Commercial Service structure.

Philip organized multiple high-profile conferences in Washington, Moscow, and throughout Eurasia to educate private sector and government leaders on business & financing opportunities and strategies. He organized and managed a pioneering survey across eight countries and ten Russian regions on how companies in Eurasia finance their trade/investment deals. Philip also produced a series of important educational videos by foreign ministers, regional leaders, heads of chambers of commerce, and company representatives, which are posted on the BISNIS web site.

As a specialist in Bank/Finance issues, Philip advised U.S. companies on how to export to the former Soviet Union, obtain trade finance, and work with the U.S. Export-Import Bank (Ex-Im), the Overseas Private Investment Corporation (OPIC), the U.S. Trade Development Agency (TDA) and multilateral development banks. In this capacity, he achieved over $50 million of export/investment success stories through direct assistance to over 20 companies. Trained in international law, Philip also informed his clients on legal issues relating to their business in Eurasia.

Prior to his tenure at BISNIS, Philip worked at the French law firm, Gide Loyrette Nouel, and at the legal department of Price Waterhouse, Paris.

Philip is a Law School graduate from the Sorbonne University in Paris, France and from the University of Pennsylvania Law School. He also holds a graduate degree in Russian language & studies from the National Institute for Oriental Languages and Civilizations in Paris. He is fluent in English, French and Russian and has a basic knowledge of Spanish. Philip has published numerous articles relating to business in Eurasia. In 2005, Philip received the Department of Commerce’s Bronze Award for Superior Federal Service.
